Structure: The Military Mobilization and Special Department of ASPU is a free structure department and directly reports to the Rector.

History: The Military Mobilization and Special Department of the University was established independently in 1943 under the name of the first special department and the second military mobilization department. Since 1995, it has been combined and operating as a Military Mobilization and Special Department. The branch operates in  U. Hajibeyli Street 68, Sabail District, Baku, in room No. 222-223. According to the "Instruction" on the functional duties of the personnel of the Military Mobilization and Special Department of ASPU, it is a free structure department.

Activity: The department is responsible for the university's secret service, military mobilization training, military registration and allocation of military servicemen, protection of state and military secrets.

Currently, the department is staffed by 5 people according to the staffing table.

• Budagov Telman Shamil oghlu – head of department;
• Aliyeva Tajiye Khasay gizi- senior specialist in secret clerical work;
• Askarova Ayarkhanim Valed gizi - inspector for registration and allocation of military servicemen;
• Sadikhova Sabina Murtuza gizi - inspector for registration and allocation of military servicemen;
• Huseynova Gultekin Uzeyir gizi - a specialist in the registration and allocation of military servicemen.
