Human resources department of ADPU has been operating since 1957. The department was headed by Rashid Zeynal oghlu Zeynalov in 1957-1994, Nigar Rafiq gizi Rahimova in 1994-2016, Avtandil Rahim oghlu Bayramov in 2016-2017, and Gumral Chingiz gizi Gadimova since 2017. The main purpose of the department's activity is to provide the university with suitable, worthy and professional personnel in accordance with the human resources policy of the university, to organize their education in order to develop the level of professional training, theoretical knowledge and skills of the employees, to constantly maintain team spirit in the university, and to meet material, moral and social needs. is to improve the motivation of employees, increase their productivity and commitment to the university. In its activity, the Department is guided by the Labor Code of the Republic of Azerbaijan, relevant laws and normative legal acts of the Republic of Azerbaijan, the Charter of the University and other normative legal acts regulating its activities.
The university carries out various procedures for attracting, selecting, hiring and dismissing personnel. The university performs continuous and operative activities in the direction of implementation of the recruitment process in accordance with the relevant rules and standards, completion of existing vacancies, provision of human resources in the necessary number and quality. In order to improve the quality of education at ADPU and adapt it to modern standards, the recruitment of teachers is carried out with a new procedure. For this purpose, by the decision of the Scientific Council of ADPU dated October 26, 2016, "Rules for occupying the positions of professor, associate professor, head teacher, teacher at Azerbaijan State Pedagogical University" were approved. According to these rules, the selection of professors and teachers is carried out through competition, and teachers work on 5-year and 1-year contracts, respectively. In accordance with the identified employee needs, labor resources are investigated, vacant positions in departments or departments are announced, recruitment competitions are organized, preliminary selection and interviews are conducted, and documents related to the admission process are conducted. In accordance with the legislation, formalization of hiring orders, including the employment contract, and the performance of the defined labor functions of employees are ensured. Forms a database of employees based on the required criteria and performs activities on the automation of the database through the appropriate electronic program. Applications and complaints related to employment, transfer to another position, dismissal and violation of labor legislation received by the department are considered and the issues raised are resolved within the scope of duties. Honesty, quality, knowledge, humanity, and sustainable development are required from everyone who works in the university, which corresponds to the strategic goals and values of the Azerbaijan State Pedagogical University. In order to form adequate human capital corresponding to the university's strategic goals and to achieve their regular development, it ensures the participation of employees in modern training and educational courses. The process of education and development of employees in university and extra-university forms is organized, organizational measures and relevant documentation are carried out for their education, career planning process is organized and carried out. Proposals are prepared to adjust the salary limits of university employees to the level of payment of labor in the education system and to ensure competitiveness in this field, regular information exchange is held with the heads of structural departments in order to determine the factors that will affect the efficiency of operation, and relevant proposals are made in this field. It is the direct responsibility of the human resources department to make recommendations to management on salaries for each position or job level and the university's remuneration structure in general. In the direction of strengthening the social security of university employees, proposals are being made to adapt salary and motivation procedures to international standards and to further improve them. Incentive reward programs are designed and implemented based on financial and non-financial criteria. Applications and complaints of ADPU employees and citizens are reviewed regularly, mutual relations with university departments, external organizations and enterprises are organized.
